For Small Instance with cPanel, you can create private dns servers based on the main domain name at the registrar.
For example, if the domain name is abcd.com, you can create private dns servers such as:
ns1.abcd.com and point it to the primary ip of the small instance
ns2.abcd.com and point it to the secondary ip of the small instance
To add the second ip, login to Canadian Cloud Hosting -> click Elastic Cloud VMs -> click hostname -> Network tab -> Assign New IP Address.
Then login to cPanel WHM (http://ip-address/whm) -> Add a New IP Address

You can signup to DNS Services (https://www.cacloud.com/panel/index.php?/cart/dns-service/&step=0) and point your domain names to:
ns1.caclouddns.com
ns2.caclouddns.com
ns3.caclouddns.com
ns4.caclouddns.com
and add the db records (A, MX, CNAME, etc).
